The geopolitical struggle over computing power and artificial intelligence is approaching a formal diplomatic split. According to a draft State Department document reported by Reuters, the United States is preparing to warn dozens of partner nations that they cannot maintain ties with both American and Chinese AI coalitions.
The draft correspondence, addressed to 35 countries that signed an American “AI Opportunity Statement,” signals a sharp departure from technological neutrality. In unusually blunt diplomatic language, the document cautions that “to be part of everything is to be part of nothing,” adding that membership in Washington’s technology initiatives represents a firm strategic commitment rather than an à la carte subscription.
The Competing Coalitions
At the center of Washington’s diplomatic push is Pax Silica, a framework launched by the State Department to lock down supply chains across the entire technology stack. Rather than focusing solely on software, Pax Silica links proprietary frontier AI models, cutting-edge semiconductor manufacturing, energy infrastructure, and the critical mineral processing required to produce advanced silicon. Around two dozen nations have joined so far, including key allies like Japan, South Korea, Australia, and the United Kingdom.
Beijing has responded with its own multilateral counterweight. President Xi Jinping recently unveiled the World Artificial Intelligence Cooperation Organization (WAICO), backed by nearly 30 founding states. While Washington relies heavily on proprietary ecosystems and stringent export controls, Beijing is marketing WAICO around accessible open-weight foundation models, infrastructure buildouts, and technical capacity-building tailored for developing economies.
The Kazakhstan Precedent
The impetus for Washington’s pending letter stems largely from the growing trend of geopolitical hedging. Kazakhstan, a vital global source of rare earth elements and critical minerals, recently became the first country to sign onto both Pax Silica and China’s WAICO.
For emerging markets, straddling both camps has offered an attractive balance: access to Western private capital and leading chip designs on one side, paired with cost-effective Chinese hardware and telecommunications infrastructure on the other.
However, U.S. officials argue that dual alignment creates unavoidable security and intellectual property risks. Under the terms laid out in the draft, countries seeking to maintain a presence in both initiatives risk exclusion from U.S. technology-sharing agreements, joint research funding, and preferential access to hardware.
Industry and Infrastructure Ripple Effects
As national borders harden around proprietary software stacks and silicon fabrication, the technology sector faces several distinct shifts:
- Sovereign Supply Chain Division: Countries controlling mineral deposits or strategic data-routing hubs will face mounting pressure to choose exclusive partners, thereby dictating the flow of global venture capital and fabrication infrastructure.
- Diverging Software Ecosystems: Developers operating across international borders may soon need to engineer distinct deployments, one tuned for Western proprietary APIs and another built atop Chinese open-weight architectures.
- Acceleration of Neutral Compute: As nation-state frameworks become increasingly restrictive, developers and enterprises may look more aggressively toward decentralized compute networks and permissionless protocols that operate outside state-level control.
While the State Department has declined to comment on internal documents and the timing of the letter remains subject to final interagency review, the draft makes Washington’s posture clear: as artificial intelligence becomes foundational to global economic and defense architecture, the era of technological non-alignment is closing.
